Today’s conclusions and decisions
Weather forecasts, crop damage and local recovery refer to different periods and places. Check each supplier, facility and route before assuming nationwide price rises or restored safety.
Separate rain and dry-season plans
Manage late-October rain and winter/summer water and power risks separately. Inspect drainage now while preparing a dry-season operating plan.
Evidence and analysis →Verify bean stocks and delivery
Bean-field damage is reported in Ayeyarwady. Check origin, physical stock, quality and delivery; do not infer a national shortage or price-change rate.
Evidence and analysis →Check access to care, not just roads
Aid delivery barriers are reported in Launglon. Check communications, the receiving site and access to care as well as the road before travel or dispatch.
Evidence and analysis →FX and remittances: check the date
Remittances, central-bank benchmarks and local-market references are separate series. Check dates and terms; these are not interchangeable executable quotes.

Local market reference (Market Rate Plus)
When checked on 22 October, the displayed update remained 20 October. USD/JPY Buy/Sell are therefore missing for this issue: they meet neither today’s nor the previous-day condition. Old numbers are not substituted for current rates. Change cannot be assessed this time.
Gold, rice, fuel and equities
Gold, rice and fuel: CSO observations dated 21 October. Equities: latest YSX trading-day close, 21 October, 13:00 MMT.

CSO cites the Shwe Bon Thar Street gold market; dealing side is unspecified. Rice grades and original units are retained. Fuel is a regional average, not a named outlet’s quote or the price on 22 October. Gallon and pyi have not been converted.
The same CSO series are unchanged from 20 to 21 October for gold, two rice grades and two fuels. MYANPIX fell 1.35 points, or 0.16%, from 834.70 to 833.35. Main Board only; this does not establish matching moves in shop prices or all companies’ earnings.
Bonds: today’s trading prices were not obtained. CB Securities’ history starts with the 15 September auction. A newer primary auction result is unverified; an interest rate is not substituted for today’s bond price or yield.
Rain now, dry-season planning
Facts / published information
On 21 October, DMH forecast above-normal late-October rainfall in Yangon and other areas. Its separate El Niño notice highlighted possible winter/summer water shortages and hydropower effects. Near-term rain and seasonal water stress concern different horizons.
Analysis | Who is affected
Warehouses, restaurants and hotels need separate budgets for flood prevention and dry-season continuity. Inspect drains and ground-level stock, and measure water use and essential electrical loads. A forecast does not announce a water or power cut at any specific facility.
Proposal | What to verify
Inspect drainage, loading access and leaks today. For the dry season, record drinking, cleaning and process-water needs and essential power separately. Before buying equipment, obtain quotes covering capacity, maintenance and fuel supply. Update plans against local forecasts.
DMH releases: 21 October at 07:00 (El Niño) and 09:30 (late-October outlook). Local water supply and generation were not independently verified. We do not estimate site-specific probabilities or losses.
Urad sourcing: verify the deliverable lot
Facts / published information
DVB’s 21 October report cites farmers and residents describing urad (black gram) field damage in Myaungmya and Einme, Ayeyarwady, after rain since mid-October. It is not a nationwide damage assessment.
Analysis | Who is affected
Damage reports flag supply risk but do not establish national output losses or export-price inflation. Buyers need to distinguish stock already held from a future harvest and test whether another lot meets the same grade. Seed and commodity beans also require separate comparisons.
Proposal | What to verify
Ask for lot identity, moisture and impurity standards, inspection method and delivery date. For forward supply without verified stock, settle delay and non-conformity terms before contracting. If needed, compare split deliveries and alternative origins on total delivered cost.
DVB’s price discussion has differing product and comparison-period conditions. We do not use it for a year-on-year change or an executable quote. Damaged acreage and harvest losses have not been independently verified.
Recovery figures do not prove access
Facts / published information
On 21 October, DVB cited rescuers reporting diarrhoea and inadequate assistance in Launglon, Tanintharyi. Landslide damage reportedly obstructs deliveries to some communities. The 24–27 September floods are background, not a new flood event this week.
Analysis | Who is affected
A regional recovery percentage cannot establish that a destination is reachable or that medical care is available. Check last-mile access separately from water and healthcare at each delivery site, workplace or accommodation.
Proposal | What to verify
Before visiting, verify (1) contact with the receiving site, (2) that day’s route, (3) safe water and (4) transport to medical care. If any remains unverified, consider deferring non-essential visits.
We have not verified the pathogen, case count or available facilities. This is not diagnosis or treatment guidance. Rescue reports and official recovery claims use different scopes and definitions; they are not combined into one metric.
Briefs: construction, education and rice
Construction | Stadium opening unconfirmed
GNLM on 22 October describes planned capacity of 30,000 outdoor and 3,000 indoor seats in Yangon’s Aung San Stadium renovation, begun in 2023. The construction period remains undefined. Analysis: nearby businesses should await completion, operator and access terms before projecting attendance or sales.
Education | An award is not an application window
The Japanese Embassy’s 20 October notice reports attendance at the 6 October AEON scholarship ceremony for YUFL Japanese-language students. It is not a new call for applications. Analysis: prospective applicants should check the next eligibility, selection and deadline announcement through official university channels.
Agriculture | Planted area is not saleable stock
GNLM on 22 October reports 20,669 acres planted with Yezin Pawsan 1 and 2 in Bago, with 1,306 acres harvested. Analysis: acreage alone cannot establish milled-rice supply. Buyers should verify harvest, drying, milling, inspection and delivery separately.
What to check next
| Use case | Conditions to verify | When |
|---|---|---|
| Facility operations | Drainage, loading access, water needs and essential electrical loads. | Rain readiness now / dry-season planning |
| Bean purchasing | Origin, stock, quality, split delivery and non-conforming goods. | Before orders or prepayment |
| Launglon visits | Receiving site, current route, water and transport to care. | Before departure / after changes |
Watch | Legal changes and actual safety
DVB on 21 October reports changes to martial-law coverage. We have not reconciled the full original order and all locations. A revocation report alone does not establish open roads or restored safety. Recheck route restrictions and embassy safety guidance.
