Food: verify delivery, not just prices

Oil supply restrictions and bean-field damage affect procurement through different channels. Compare stock, quality and delivery together.

Check the entity and dividend terms

The named PwC entity has a creditors’ meeting on 30 October. MTSH disclosed its dividend on Friday evening. A notice is not a cash receipt.

People and travel: separate cases from rules

Review a Japanese bus-driving case and reported tourist visa extension. Verify eligibility, costs and travel conditions before making commitments.

How the week developed

Coverage: 19 October 00:00–23 October 23:59 MMT. This 24 October issue was produced and checked on 25 October. Later weekend information is not counted as an in-week development.

Last week separated fuel from FX trends and plans from availability. This week adds food-supply constraints, a creditor process and a specific dividend disclosure. Update decisions with evidence of delivery and cash receipt, rather than prices alone.

Five daily issues contain 31 placements including one monitored case, or 30 cases after merging ASPGB follow-up. Substantive articles: 30 placements / 29 cases. Markets, translations and index references are excluded. Publication dates fall inside the week for 25 placements and before it for six. Newly added coverage: MTSH and the visa report. ASPGB and the laptop invitation are continuing cases.

From 19 to 20 October, published Sell changed by +10 MMK for USD and −0.15 MMK for JPY. These are one-day observed differences, not trading profits. Dollar-paying importers and yen-remitting households need different comparisons.

Outside coverage: the 25 October recheck displayed 24 October, USD 4,600/4,700 and JPY 29.19/29.92 (Buy/Sell). These Saturday observations do not replace Friday’s missing values.

CSO values are compared on the same definition and original unit for 19 and 23 October. Gold is sourced to Shwe Bon Thar Street with direction unspecified; rice is a retail average and fuel a Yangon regional reference. Palm oil uses the measurement excluding its container. Shop-level execution and settlement terms are unverified.

Analysis: 19–23 October changes are +45 MMK/gallon (+0.21%) for petrol 92, −180 (−0.89%) for ordinary diesel and +131 MMK/viss (+1.69%) for palm oil. Gold and both rice series are unchanged. CSO oil and DVB market reporting are not directly comparable: grade, quantity and collection conditions differ. Main Board traded 18,015 shares worth 100,551,050 MMK on 23 October. Pre-Listing is separate. Analysis: a small index movement says little about execution in an individual stock. Before a dividend-based purchase, check entitlement dates, share basis and execution conditions.

Food procurement: price and available supply

Facts | reports on 19 and 21 October

DVB reported Yangon palm-oil price pressure and import/distribution constraints on 19 October, then bean-field damage in Myaungmya and Einme on 21 October. National shortages and comparable price-change rates are unverified.

Analysis | links to restaurants, processors and retail

Oil affects daily cooking costs; beans affect inventories, future harvests and delivery schedules. A low quote without assured quantity can trigger replacement purchasing. Import constraints and weather damage need different responses.

Proposed checks

Separate existing stock from future harvests; match grade, moisture, impurities and inspection; document delivered price, split deliveries and delay/rejection terms. Consider withholding prepayment for unsupported forward supply.

Procurement costs can change profit at the same sales

Illustration | not actual results or a forecast

With sales of 1,000,000 MMK, ingredients of 300,000, other variable costs of 200,000 and fixed costs of 400,000, the remainder is 100,000. A 10% ingredient increase makes that cost 330,000 and the remainder 70,000: down 30%. Tax and finance costs are excluded.

What would change the decision

Do not promise a price rise or margin before measuring volume, yield, waste and customers. Cheaper substitutes may not lower cost per serving if quality or usage changes. Test one menu item or product first.

Rice: from funding to saleable supply

Facts | funding and acreage differ

GNLM on 23 October reports MRF funding of 3.25 billion MMK: 1.25 billion revolving seed funds, 1 billion seed enterprises and 1 billion research-farm facilities. The 22 October Bago acreage report separates planted from harvested land. Neither directly measures milled stock or sales.

Analysis | a more specific next step

Funding-use detail adds to last week’s finance, records and storage theme. Buyers should follow harvest, drying, milling, grading and handover, matching variety, origin, crop year and quality even when both lots are called Pawsan. This is not a newly established certification obligation.

PwC: prepare before the creditors’ meeting

Original notice | 20 October

The Myanma Alinn notice names PwC Consulting Myanmar Company Limited, registration 110266618, with an online creditors’ meeting on 30 October at 10:00. Time zone and document deadlines remain unverified. It does not establish completed liquidation or recovery rates.

Analysis | a brand name is insufficient

A different contracting entity cannot automatically be treated as covered. Clients need outstanding deliverables, entrusted records and external deadlines; creditors need proof and submission instructions. The counterparty’s process does not automatically extend the client’s filing deadlines.

Proposal | before 30 October

Match entity and registration, contracts/invoices, proof/proxy forms, then recipient, time zone and receipt. Clarify missing forms or deadlines with the designated contact; do not treat expected recoveries as certain cash.

Friday’s late addition: MTSH dividend

Added coverage | primary disclosure

MTSH’s 23 October YSX filing reports AGM approvals and a dividend of 150 MMK per share starting 5 November, with details to follow. This supplements Friday morning’s daily issue. The filing alone does not establish record dates or an individual’s eligibility.

Follow-up | ASPGB is a separate case

Track ASPGB’s 17 October AGM and 19 October payment-date/waiver filings as one case. Reconcile original versus split shares and waiver scope before multiplying a holding by a dividend. Do not mix it with MTSH’s 150 MMK; receipt remains a separate check.

Japanese bus work: before turning a case into a hiring plan

The case and the general framework

DVB reported on 22 October that a Myanmar national began driving for Fujikyu Shizuoka Bus on 19 October. His visa and pay are unverified. The general SSW bus framework lists an assessment, second-class licence, new-driver training and N3 or higher.

Analysis | time and cost before deployment

Alongside last week’s departure risks, this case prompts checks on Japanese licensing, training and operational support. Before promising placements, establish licensing time, retests, training-period pay and housing for each vacancy.

Proceed or hold | proposal

Proceed with individual preparation when vacancy, contract, status and cost allocation agree. Do not guarantee a start date while licensing failure terms or training duration are unknown. One success is not a pass rate, profit estimate or demand forecast.

CNG: price alone does not determine operating margins

Published account | 23 October

GNLM cites authorities: 41 Yangon stations, 04:00–23:00, no frequency limit, 26 million cubic feet daily and 273.25 MMK/kg. Pressure, queues and actual sales are unverified; this is not evidence of a new price cut.

Analysis and illustration

At an assumed 20 kg, fuel costs 5,465 MMK. If one hour waiting loses an assumed 3,000 MMK contribution, the combined impact is 8,465 MMK. The 3,000 is illustrative, not observed. Log fuel, distance and waiting for the same vehicle.

Keep related plans separate

Thai energy talks and Datang generation plans reported this week do not establish supply commencement. For capital decisions, identify the stage: agreement, construction, connection, testing or commercial operation.

Tourist visa on arrival: reports and boarding conditions

Added to the weekly | 23 October report

Eleven reported on 23 October that the measure for air-arriving tourists from Japan, South Korea and Macao was extended to 21 October 2026–20 October 2027. MYANMAR JAPON carries a similar headline; its paid full text was not obtained.

Limits and analysis

The ministry’s general page still displayed the older 2025 trial period. The updated original notice, airports and documents need confirmation against current airline and immigration guidance. A tourism entry arrangement is neither work authorization nor evidence of improved safety.

Briefs on continuity and access

Health | recovery versus access

DVB’s 21 October report describes Launglon health and delivery difficulties based on relief accounts. The background flood was 24–27 September, not a new flood this week. Check the day’s route, recipient, water and access to medical care before travel or delivery.

Construction | Aung San Stadium

GNLM’s 22 October renovation report concerns a project begun in 2023, with completion timing unsettled. Do not forecast surrounding demand from seating capacity alone; wait for completion, operator and access terms.

Politics and sanctions | contact is not removal

The 22 October call between Aung San Suu Kyi and her son does not establish release or removal of trade restrictions. Separate it from criticism of UK additions. The UK official list records a designation correction on 10 February 2026; “no updates at all” would be inaccurate.

Laptop supply and setup: check the 30 October deadline

Continuing invitation | notice dated 15 October

The Japan Foundation Yangon laptop purchase, setup and delivery invitation closes 30 October at 17:00, time zone unstated, with delivery due 31 January 2027. Specifications and the emailed Kitting Manual were not obtained; quantity, further eligibility and acceptance terms are not inferred.

Analysis and proposal | more than hardware cost

Build up 36-month warranty, setup, delivery, taxes and charges; clarify FX and procurement-delay exposure. Do not commit a quote with specifications, payment or acceptance unresolved. No request or bid was sent by this publication.

Next week: dates and priority checks

30 October, 10:00 | named PwC entity

Creditors’ meeting; time zone and filing deadlines remain unverified. Do not turn the meeting time into a document deadline. Prioritize entity, claim and participation checks.

4–5 November | later dates

The Japanese embassy advertises study consultations on 4 November; check the original participation terms. MTSH plans distribution from 5 November, with details pending. Neither is labelled a deadline within next week.

Keep expired and unverified items visible

Kyodai’s selected-counter closures on 20–21 October and the probe procurement listing due 23 October are past. The latter’s original notice was unavailable; no extension is assumed. Recheck rain, access, healthcare and communications immediately before travel or ordering.
