01 / WEATHER & SAFETY · UPDATE

Landfall does not end coastal risk

DMH bulletin No.09/2026, issued at 07:00 MMT on the 28th, says the 05:30 observation showed ARNAB beginning to cross India’s Andhra Pradesh/Yanam coast. This advances the 27th’s forecast of future landfall. Weakening to a cyclonic storm within 12 hours and a depression within 24 hours is a forecast, not a completed observation.

Who is affected

Myanmar coastal and offshore warnings still include squalls of 30 mph and waves of 8–10 feet. Coastal freight, fishing vessels, low-lying storage and moisture-sensitive cargo are relevant. Landfall abroad does not remove local wave or cargo-handling exposure.

Before dispatch (analysis)

Check (1) today’s carrier service, (2) recipient opening and (3) the inland leg and temporary storage. If any remain unclear, compare storage charges, rebooking costs and water-damage liability before dispatch. This is an editorial decision process; we have not independently confirmed cancellations or damage.

Energy and ground surveys

Transmission cooperation roadmap

GNLM’s 28 October edition reports a Myanmar–Belarus energy roadmap signed in Minsk on the 27th. It covers transmission upgrades, loss reduction, smart generation/grids and technical training. This is reporting of the authorities’ announcement, not independent evidence of results.

Analysis: equipment, maintenance and training could become opportunities, but locations, funding, procurement routes and commissioning dates are unverified. Factories and hotels should retain backup-power cost assumptions until local notices, contracts and operating evidence emerge. An investment invitation is not an award.

Microtremor survey on campus

The same edition reports a ground microtremor survey at Yangon University on 19–22 October, involving engineering bodies, an earthquake committee and university geologists. Results and building-specific assessments are not provided.

Analysis: studying ground vibration is different from certifying a building’s safety. Owners and tenants should ask about locations, methods, results and any structural inspection. Do not extend the campus survey to nearby properties or all of Yangon.

06 / TENDER ANALYSIS

Tender: quantities and working capital

Clause 16 on original page 5 specifies six monthly photo-design/content pieces; page 8 says nine. Do not choose one as correct. A written reconciliation is the starting point for a defensible quotation.

Confirmed workQuantity / condition
Monthly posts / videos9 posts; 1 video; 2 animations

Operations / reportingMinistry Ads Manager; at least weekly meetings; monthly reports

Calculate financing first

Pre-financing from company funds before ministry payment is required. Separate production/management, media spend and FX payment costs; model funding needs using an explicitly assumed payment delay. Payment dates, ad budget and guarantee terms remain unresolved. Profitability is not established.

Proceed or hold

Proceed to a proposal when quantities, approvals/acceptance, FX payments and pre-financing are resolved in writing. Otherwise hold a firm quote. Reach and other ad metrics differ from bookings/revenue; neither award, demand nor visitor growth is guaranteed.
