01 / WEATHER & SAFETY

Rain and rough seas through 29 October

Verified source account
DMH’s 26 October, 07:00 MMT bulletin forecasts locally heavy rain, including Yangon, through 29 October and 8–10 ft waves along delta/Rakhine coasts. Its track assessment does not point toward Myanmar.

01Forecast update02Operator decision03Delivery terms

Analysis | business implications

A track away from Myanmar does not remove operational exposure. Fisheries and coastal freight need departure checks; road deliveries need dry loading access; shops need updated arrival times. The forecast does not establish nationwide cancellations or road closures.

Next checks | proposals

Check the latest DMH timestamp, then the operator and destination. Agree storage, refrigeration and return terms for delays. Follow current local authority and operator directions for departure or evacuation; do not rely solely on this dated bulletin.

Decision triggers: updated warnings, operator cancellations and destination acceptance.

Fuel reserves and actual availability

Verified source account
NPE’s 25 October report, dated 24 October, cites the ministry on reserve fuel tankers positioned in major cities along busy routes. It gives no station-level quantities, prices or queues.

01Measure need02Check station03Adjust schedule

Analysis | business implications

For deliveries and passenger services, securing the required quantity on time comes before comparing unit prices. Check return-leg fuel as well as outbound stops. Rain delays combined with refuelling queues may require revised delivery commitments.

Next checks | proposals

Record grade, purchase limits, opening hours, payment method and backup refuelling location before departure. Allow schedule slack where availability is uncertain. This is not advice to hoard or store fuel unsafely: plan from measured consumption and lawful purchase conditions.

Quote conditions: grade, available quantity and time checked. Reserve announcements alone do not guarantee on-time delivery.

09 / TRANSPORT

Rail reconstruction is not service restoration

Verified source account
NPE reported on 25 October a target to complete Samon bridge No.691 and approach tracks on the Thazi–Mandalay section by end-March 2027. It replaces a bridge damaged in September 2024 flooding and remains under construction.

01Under construction02Completion / service notice03Compare bookable terms

Analysis | business implications

Shippers need more than a completion target: freight stations, schedules, loading terms, tariffs, transfers and last-mile delivery. Compare the complete journey before replacing road services. A construction target alone is insufficient grounds to cancel truck or warehouse arrangements.

Next checks | proposals

Decision-changing evidence would be completion confirmation, a service notice and bookable freight terms. Track the project without inventing tender access, orders or profitability. Construction progress and commercial operation have not been independently verified.

Compare total cost: station access + rail freight + transfer + last-mile delivery. Prices are unverified; no profit estimate is made.

FATF: await the October decision

The June 19 FATF statement checked on 26 October calls for enhanced due diligence on Myanmar and consideration of countermeasures in October if progress is insufficient. It is not a new activation notice. Check receiving-bank acceptance, purpose documents and review time. This is background outside the coverage period.

Fighting reported near Magway oilfields

DVB reported on 26 October, citing residents, advances toward Myaing and continued fighting, with the advance dated from the 18th. Do not label it a new event on the 26th. Check local worker and transport safety; this report cannot quantify national fuel shortages or price effects. No independent field verification by Nagani.

Separate tender listings from original notices

National Portal checked on the 26th lists deadlines on 28–30 October, but original eligibility and submission times remain unverified for this issue. These are held, not recommended as open opportunities. A notice date alone does not establish the application window.
